Net salary in 2027 under the draft law
The draft law on income tax was submitted to Parliament on 28 October 2026 and has not been adopted yet. For salaries up to 200,000 lek gross, net pay does not change; the change starts above this salary.

- Article 3 of the draft law: the annual tax base is taxed at 13% up to 3,240,000 lek, at 23% up to 8,040,000 lek and at 30% above that amount (the text submitted to Parliament, PDF, in Albanian).
- The monthly deduction of 30,000 lek and the 50,000 lek threshold do not change, so in monthly gross terms 13% applies up to 300,000 lek and 30% above 700,000 lek. The largest saving is 10,000 lek a month; above about 842,857 lek gross the tax comes out higher than today.
- Contributions are not affected by the package: the calculator uses the 2026 rates and ceiling. The insurance ceiling for 2027 is set by a separate decision.
- The draft law also exempts from TAP the income of people with the status of blind persons, paraplegic and tetraplegic disabled persons, persons with deaf-mutism and persons with a work disability (article 11, letter "gj"). The calculator does not cover this case.
- For your salary, choose Compare 2026 with 2027 in the calculator. Everything about the package, from VAT to dividends, is in the 2027 fiscal package.

Salary questions
The minimum wage, TAP, the 2026 parameters and the employer cost, with the calculator's figures.
-
How much net pay is left from the minimum wage of 50,000 lek?
From 50,000 lek gross, about 44,400 lek is left as net take-home pay, after the employee contributions (social insurance 9.5% and health insurance 1.7%). The minimum wage pays no tax at all, because the threshold for personal income tax (TAP) is exactly 50,000 lek gross. The gross minimum wage rose to 50,000 lek on 1 January 2026.
-
How is the salary calculated from gross to net?
The employee contributions are deducted from the gross salary: social insurance 9.5% (on up to 186,416 lek) and health insurance 1.7%. The progressive tax (TAP) is calculated on the gross salary: 0% up to 50,000 lek; 13% only on the amount above 35,000 lek for salaries of 50,000 to 60,000; 13% on the amount above 30,000 lek for salaries of 60,000 to 200,000; and 23% (with 22,100 lek fixed) on the part above 200,000 lek. Careful: the 50,000 lek limit is sharp, and a salary just above it leaves less net pay than the minimum wage. Worked examples, step by step, are in the article how much is deducted from your salary in 2026.
-
How is the salary calculated from net to gross?
Press "Calculate from net" in the calculator and enter the net salary you want: the calculator finds the gross salary that gives that net, with the 2026 contributions and TAP. For example, 100,000 lek net requires 126,781 lek gross, and costs the employer 147,953 lek a month. Share the result as a link with ?neto= in the address.
-
How does net pay change in 2027 under the draft law?
The draft law submitted to Parliament on 28 October 2026, not yet adopted, changes only the TAP rates: 13% up to 300,000 lek gross a month, 23% up to 700,000 lek and 30% above that amount. Contributions do not change. For salaries up to 200,000 lek gross, net pay stays the same; for 250,000 lek gross it rises by 5,000 lek a month, and from 300,000 lek to 700,000 lek by 10,000 lek. Above about 842,857 lek gross the tax comes out higher than today: for 1,000,000 lek, net pay falls by 11,000 lek. Press "Compare 2026 with 2027" in the calculator for your own salary; the full package is in the article the 2027 fiscal package.
-
What 2026 parameters does the calculator use?
Minimum wage 50,000 lek gross a month (no TAP); social insurance ceiling 186,416 lek a month (health insurance has no ceiling); employee contributions 9.5% + 1.7% and employer contributions 15% + 1.7%; TAP thresholds on the gross salary: 0% up to 50,000, 13% with a deduction of 35,000 / 30,000 for 50,000 to 200,000 and 23% above 200,000 (sources, in Albanian: General Directorate of Taxes (DPT), the minimum wage from 1 January 2026, DPT, contributions, Law no. 29/2023 on income tax). The average gross wage in Albania was 92,150 lek according to INSTAT, Wage Statistics Q2 2026 (in Albanian).
-
Why is the employer cost higher than the gross salary?
On top of the gross salary, the employer also pays its own contributions for the employee: social insurance 15% and health insurance 1.7%. So a gross salary of 100,000 lek costs the business 116,700 lek a month. We calculate the annual and hourly cost in how much an employee costs in 2026.
-
How accurate is the result?
The calculator uses the same maths as the devBooks payroll module: the 2026 parameters and the rounding method. The result is a guide for a standard main employment. Special cases ("paga e arit", bonuses, half-month payments, leave or medical certificates) are calculated differently, so for the salary in your contract, rely on the payslip.
-
Does the calculator cost anything?
No. It is free, with no sign-up and no name or email. For the payroll list (monthly payroll declaration) of all your staff, devBooks has the human resources and payroll module, which posts the payroll list to the accounts by itself; for working time, leave and shifts, dev.al also has devHR.
